The big idea: A political leader is an individual who holds or shapes power — above all a head of government or head of state. A single person can shape a whole country's path.

Most actors are groups. But sometimes it is an individual — a president, a prime minister — whose choices matter most. Global politics still turns, at times, on what one person decides.

  • Office — the formal position (president, PM) and its legal powers.
  • Personal qualities — skill, judgement and charisma.
  • Decisions — the actual choices they make in a crisis.
Powerful, but not all-powerful: Even the most powerful leader is limited — by institutions and law, by other actors (parties, courts, allies), and by circumstances they did not choose. That tension is the heart of this topic.

Can one leader really shape global politics? The wartime leadership of Ukraine's president is a striking recent example.

Case study — Zelensky, 2022: When Russia invaded Ukraine in 2022, President Zelensky chose to stay in the capital rather than flee. Through speeches and video addresses to parliaments around the world — a form of personal diplomacy — he rallied huge international support.

His leadership helped persuade many states to send Ukraine weapons, money and to impose sanctions on Russia. One leader's choices shaped how dozens of countries responded to the war.

The key point: A leader can shape global events through decisions and personal diplomacy. But note the other half: the invasion itself, and the world's readiness to help, were circumstances the leader worked within — not created alone.

So do individual leaders really shape history — or are they carried along by forces bigger than themselves? This is the classic debate.

Link it up: This is the agency vs structure debate. The best answers say both: leaders make real choices, but always within limits set by circumstances.
